Overview

James Earl Carter Jr., the 39th President of the United States, served from January 20, 1977, to January 20, 1981, as a Democrat. During his presidency, Carter exercised clemency powers including a blanket pardon on January 21, 1977, for all Vietnam War draft evaders, and individual pardons and commutations for various federal offenders. Carter's clemency actions totaled 566 pardons, 29 commutations, and other forms of executive clemency.
